The figure included Americans serving in the armed forces abroad, and required a 2.5 per -cent increase in cigarette production to meet demands, the department said. The increase was attributed largely to heavier shipments to Gis abroad, hi consumer levels and a gain in the number of people in smoking age (brackets. Police said Charles Eugene Van Nort, 24, Pomona, was arrested after the second sniper shot at one woman and pistol whipped a man whose car he later forced off the road. Police said that although there was only one shot reported, they found 8-10 spent cartridges in the suspect's car leading them to believe other shots may have been fired.

Officers said the new sniper pulled alongside a woman's car in Pomona and fired a shot that narrowly missed her. However, she escaped injury. He then followed another car into Brea, and when its driver, David Trask, 24, Alta Loma, stopped and asked why the man was following so closely, the sniper struck him between the eyes with his revolver. Trask jumped back into his car and fled.

A police officer at the restaurant chased and captured the suspect, who was booked on assault with a deadly weapon. Police said Van Nort had been drinking and put up a fight before he was captured.
